The frequency of parental kidnaping occurrences has led to the passage of Federal and State laws designed to empower state courts to deal with them. Congress has enacted the Parental Kidnaping Protection Act (PKPA) and all states are signatories to the Uniform Child Custody Jurisdiction and Enforcement Act (UCCJEA) or its predecessor, the Uniform Child Custody Jurisdiction Act. But the PKPA is essentially a law without teeth, as it does not require the intervention of Federal authorities nor does it prescribe penalties or remedies. State criminal statutes require the willingness of local prosecutors or district attorneys to prosecute and extradite, a rare occurrence. The UCCJEA is useful, but typically requires expensive and cumbersome litigation in two or more states, is extremely time-consuming because of the opportunities which it provides for abductors to defend, and often leaves judges groping for reliable information to guide their decisions. In frustration, many parents have resorted to "bounty-hunting" operatives, in effect attempting to redress an abduction by committing another. Aside from the reckless example which this approach sets, it is extremely dangerous and traumatic for the children, and needlessly expensive.

There IS a better way:

For twenty-six years, in Ottawa County, Michigan, parental kidnapers have been dealt with sternly and decisively, and recovery actions carried out, by a local Court official unique to Michigan, the Friend of the Court. During that time, the Friend of the Court Office was overseen and directed by Robert D. Jaehnig, an attorney who became a legend in the state for his successful efforts to return kidnapped children to their custodians, and to enforce parenting time (visitation) rights interstate.

During his tenure as Friend of the Court for the 20th Judicial Circuit, Jaehnig conducted recovery actions in more than 20 states, and developed a system for conducting such actions which was almost always successful.
